Human Services Transportation Subcommittee (HSTS)

Purpose:

The main purpose of this committee is to help to establish a common set of resources for RDC's who administer regional transportation contracts, assistance in developing a regional public transportation project, to represent the RDC's in various state level organizations, and to present a unified position in rural/suburban transit or policy related issues.

Goals and Objectives 2007-2009

  1. To promote the creation and coordination of regional transportation programs administered by RDC’s.

    1. Provide resources and mentoring for new and emerging regional transportation programs administered by RDC’s.
    2. Develop a password protected HSTS resource page on the GARDC website for common forms, contract documents, standardized audit/monitoring, and other types of related resources.
    3. Develop an HSTS transportation block for the GARDC annual conference
      1. GDOT

      2. DHR

      3. Routematch and/or other IT vendors
         

  2. Initiate collaboration and partnerships

    1. Increase discussion and planning efforts with GDOT, DHR, and DCH to incorporate their regional transportation goals and objectives into HSTS committee goals and objectives.

    2. Send out information letters about rural regional programs to appropriate state level partners.

    3. Develop periodic news releases from the HSTS committee.

    4. Sponsor and coordinate rural transportation training for RDC’s and/or third party operators.
       

  3. Join and work within the Georgia Transit Association (GTA)

    1. Develop rural and regional rural transportation legislative policies to insert into the annual GTA legislative package.

    2. To provide rural feedback on legislative policies being pursued by urban systems that could have a negative impact on rural systems.

    3. To work with special GTA committees that deal with public transit or human services transportation issues that are important to the GARDC.

    4. To work within the GTA framework to develop a rural transportation component to:

      1. Identify and/or develop potential network of third party operators

      2. Identify and/or develop a network of information technology vendors

      3. Create or coordinate cost effective and centralized training for rural transportation providers and administrators

      4. Work with rural transit providers to develop grass roots legislative policy initiatives.
